Hamapyon is the mascot of the Waterworks Bureau of Yokohama City Council, Kanagawa prefecture. He is a frog who walks on his hind legs and speaks Japanese. Some calendar wallpapers can be downloaded from here and Hamapyon’s profile is here. His name in Japanese is はまピョン.
